Because the fourth-term deputy leader, God of Faith, simultaneously held senior management positions in APC and SGD, the leadership met and decided to remove him from his APC position. He will remain with APC as a diplomatic officer.

APC Science Union’s third administration concluded successfully on 2017/8/1. We thank former leader Shiguang and former deputy leaders Zhangsun Xi and Chen Kezhi for their service to the Union.
The fourth administration consists of leader Jie Baiye and deputy leaders pot and God of Faith. During their term, they will focus on Union management and diplomatic development. The detailed plan follows:

Report on the Fourth Administration’s Core Plans
The fourth term begins today and ends on 2018/2/1. Its work will center on two issues: internal management and development.
Internal management—The core plan, Lightness, takes effect today. For the first time, the Union will use big-data methods to plan internal personnel changes more systematically. Categorized management will clarify where members belong and address harmful practices. Specific measures will not be made public for now. We thank deputy leader pot for designing the plan and providing technical support.

Development—The core plan, Highway, will use online communities and diplomatic outreach to raise the Union’s visibility and influence, while vigorously promoting Union publications, experimental videos, and other work. Broad recruitment will bring more talent and energy to APC. We thank leader Jie Baiye and diplomat Zhangsun Xi for discussing and developing this plan together.

This is a brief report on the administration’s two central policies.

The Intergroup Physics Competition will be held on 7/27, and APC will select 8 representatives.
Prizes are ¥30 for first place, 20 for second, 15 for third, and 5 yuan for fourth. To claim the full prize pool, contestants will need to form teams of 2.

Summary of the Standing Committee’s first meeting on 4/30:

1. Because of dereliction of duty by Shiguang, the current leader of the third term, the meeting voted unanimously to impeach him. In consideration of his contributions while in office, Shiguang may not stand for leader again during this term, but he may run in the fourth term. He will be given the remaining three months as a transition period.
2. In consideration of Yueming’s contributions to the Union, the assembly approved by majority vote that Yueming continue as leader for this term. Yueming becomes the third-term leader effective immediately.

External-relations principles: APC Science Union follows peaceful, independent, and autonomous policies in its external relations and actively seeks mutual progress with other organizations. The Union nevertheless firmly defends its fundamental principles. It will impose sanctions on organizations and individuals that seriously infringe its interests without legitimate reason, and will severely punish those who deliberately disrupt order or damage a friendly environment.

Module 2—What to Know Before Joining

Enthusiasts are welcome to join the Union’s UNIT space stations, Geography Department, and Biology Department. Joining the Union’s main group requires an interview.
The interview covers astronomy, physics, and chemistry and contains 12 questions. Each subject has three basic questions and one difficult question, selected from existing papers or written by the interviewer. The examiner decides whether the applicant’s performance qualifies them to enter APC.
Note: The Union’s intern policy has been canceled.

New members of the main group must update their group nickname. Format: Department + nickname
During the interview, the examiner assigns the new member to the Science Department, for applicants who answer more than 10 questions correctly, the Publicity Department, or the Activity Organization Department.
Other Union rules
[1] To transfer departments, apply to both the current and new department directors. The transfer may proceed after approval.
[2] Space stations have a high degree of autonomy, and the Union does not interfere with their management.

Module 3—Internal Rewards and Penalties

Penalties:
Article 1: Posting fewer than 5 images as spam will result in a 10min mute and one white citation. Anyone who continues posting images after the mute ends will receive a 1h mute and one yellow citation. Further repetition will be treated as malicious behavior: all positions will be revoked, a 10d mute and a 1-yuan fine payable to the director of the Finance Department will be imposed, and another yellow citation will be issued.
Article 2: Disagreement in ordinary conversation is unavoidable, but heated arguments require limits. A member who uses abusive language and responds poorly after a warning will receive a 30min mute and one white citation, allowing time to cool down. Repetition after the mute ends will be treated as malicious behavior: all positions will be revoked, a 5d mute and a 1-yuan fine will be imposed, and one yellow citation will be issued.
Article 3: Anyone who posts a member’s photograph in the Union without permission will receive a 15min mute and one white citation.
Article 4: Advertising is strictly prohibited. Anyone who posts a non-science advertisement in the Union will be removed upon discovery.
Article 5: Anyone who promotes reactionary subjects or spreads cult material in the Union will be removed upon discovery.
Three white citations count as one yellow citation. A member who accumulates 5 yellow citations will be removed from the Union. One red citation cancels two white citations.
Rewards:
Article 1: Members who actively help write the Union’s popular science articles may receive one red citation.
Article 2: Members who help organize Union events may receive one red citation.
Article 3: Members who actively promote official-account articles, at least 10 times in total, may receive one red citation.

Module 4—Union Departments and Responsibilities

I. Union departments
[1] Finance Department
Led by the current Union leader, it manages development funds, which will be disclosed transparently to the group at regular intervals.
[2] Science Department
The core of the Union, responsible for writing exam questions, helping prepare Union books, and related work.
[3] Publicity Department
Responsible for promoting popular science articles from the Union’s official account and publicizing Union events such as exams.
[4] Activity Organization Department
Responsible for organizing Union events and competitions, producing promotional videos, and related work.
[5] Administrative Management Department
Consists of two members who enforce the internal reward and penalty system, record members’ conduct, classify Union archives, standardize group nicknames, and handle related work.
II. Internal elections
[1] The Union leader and deputy leader serve six-month terms and are chosen by election. Elections are held in the main group and at each space station, and every member has the right to vote.
[2] The candidates receiving the most and second-most votes become Union leader and deputy leader, respectively. If candidates tie, the Standing Committee will hold another vote.
[3] Election dates: 2/1 and 8/1 each year, lasting 2 weeks.
[4] Registration: Candidates must register with the current Union leader.
[5] Earning support: Candidates may give speeches in the main group and at the space stations to seek members’ support.
[6] Vote counting: Votes from the three space stations count at half weight; main-group votes count in full.
III. Positions of Union leader and deputy leader
[1] The Union leader and deputy leader hold the highest administrative authority, including the authority to withdraw funds and govern the Union.
[2] The Union leader and deputy leader hold the highest military authority, including the authority to form alliances and conclude agreements with other unions.
IV. The Standing Committee
The Standing Committee is the highest legislative body and may impeach the Union leader, deputy leader, and space-station directors. Standing Committee members have a duty to assist the Union leader. Decisions within the committee are made by vote. Its members come from the main group and the space stations, and committee members may recommend trusted ordinary members for admission. Decisions from its regular meetings on major and minor Union affairs will be announced in the main group.

Module 5—Internal Union Exams

Step 1: The director of the Activity Organization Department submits a proposal to the Union leader. After a Standing Committee vote, the leader sends the resolution to the other department directors.
Step 2: Each director assigns tasks and recruits members for the question-writing team and competition administration.
Step 3: The Activity Organization Department establishes exam rules and schedules, then writes a promotional article for the Publicity Department to distribute.
Step 4: Members of the Science Department’s question-writing team place the Activity Organization Department’s rules on the exam’s main page and begin writing questions.
Step 5: The Activity Organization Department creates an exam group, and the exam begins.

Module 6—Work Report for the Second Administrative Term

During this administrative term, the Union continued producing The Walker’s Universe, expanding the book through Chapter 9. It successfully held the Chinese New Thought Youth Series Competition, which added mathematics, geography, and biology to APC’s three traditional subjects of astronomy, physics, and chemistry and received a strong response. Union members successfully clarified the Standing Committee’s responsibilities, making the Union’s work more clearly defined and raising the quality of its membership. The Union has now built four space stations and two subject-interest departments, expanding its external exchanges.

Module 7—Development Goals for the Third Administrative Term

[1] Organize a large Chinese New Series Competition during the summer break.
[2] Continue the Union’s steady development. The official account will publish better articles to expand the Union’s influence in the science community. We aim to grow the community to 300 people and the main group to 200, while further raising the quality of membership in both the space stations and the main group.
[3] Continue and strengthen publication of the popular science book The Walker’s Universe, while beginning to plan a new popular science book.
[4] Continue improving and strengthening the Standing Committee, expand the scope of its administration, enforce internal Union rules, and establish a rules-based Union.
[5] Maintain good relations with other scientific organizations under the three principles of “no hostility, no discrimination, and no attacks.”

Under the instructions of APC Science Union File No. 2, prepared by the Standing Committee, the second APC administrative term ends today, February 2. The third term begins today and ends on 8/2 of this year.
We thank Jie Baiye, the highest administrative officer who served as Union leader during the second term, and Wave-Particle Bunny, who served as deputy leader, for their hard work in bringing that term to a successful close.
Following elections in APC’s main group and at the major space stations, Shiguang will become leader for the third administrative term. Chen Kezhi, who received the second-highest number of votes, and Captain, appointed by the leader, will serve as deputy leaders. Early work in this term will include electing new Standing Committee members, appointing main-group department directors by the new leader, and appointing space-station directors by the deputy leaders.
Work report for the second administrative term: During the term, the Union continued producing the book The Walker’s Universe. It successfully held the Chinese New Thought Youth Series Competition, with excellent results. The responsibilities of the Standing Committee were successfully clarified, making Union work more clearly defined and raising the quality of the membership. A total of 4 space stations were established, expanding external exchange.
We believe we will do even better during the third administrative term.
